Can you buy toilet paper, soap or cleaning supplies with EBT?
Short answer: No. No. Paper products, cleaning supplies, other household supplies, hygiene items and cosmetics are not eligible.
USDA lists these as nonfood items households cannot buy with SNAP: cleaning and paper products, other household supplies, and hygiene items and cosmetics.
That covers things like toilet paper, paper towels, soap, shampoo and makeup.
